The lowest cost countries in that order are:
#1 USA (be aware of different state sales tax though)
#2 Japan (Note that the Japan models have a mandatory camera click sound)
#3 Canada
#4 Hong Kong
#5 Malaysia
The iPhone 11 is not yet available in following countries:
Brazil, Korea, Philippines, Turkey, Thailand
